After level, why wouldn’t 1/2 inch ( or thicker) ply cut to the width of the joist, in 8 foot lengths (4 feet on each side of the cut) nailed and glued to the joist on both sides make it sound???

Stiffening 2x8 floor joists use acro jacks and a plank, bridging across joists to bring them dead level if they are already not. Doing so strengthens weak joists and can help straighten sagging joists.framing lumber is the typical choice for sistering material, but engineered lumber products. Rip 1/2' (7/16') osb the width of the joist.

Then glue (pl) and hold up tight against subfloor. Seems the plywood on edge like. If that's true,i would center plywood on hole, use hole saw to cut smallest hole that accominsates wire, notch plywood for wire, put yellow glue between plywood and existing joists before nailing.

At times when this isn’t possible, shorter pieces are used instead (this is sometimes referred to as scabbing). Then a layer of either 1/2 or 3/4 on the outside. Not so with stacked joists.

Reverse the ends for the second layer, making sure that both layers are glued and nailed well and that you glue the seams between the lengths of plywood. If it's a space issue look into a flitch plate its a piece of steel added to the length of the joist to make it stronger. Repeat steps to strengthen other loose floor joists.

Floor joists can be strengthened by bridging, adding more plywood, having an extra beam, or by sistering joists. Full length sisters are always best, and the fastening pattern does not really matter. While the use of dimensional lumber to sister joists is common, it is not actually necessary.

Lay a new 3/4″ plywood subfloor, and bob’s your uncle. I’d start by sistering every other joist. Start by sanding the sides of the joists that will attach to the plywood.
